Studying in Malaysia begins with the right admission documents, a valid student visa process, and proof that you meet the English language requirements for your programme. For most Malaysian higher education courses, English is widely used as the language of instruction, and EMGS requires students to show acceptable English proficiency when applying for the Visa Approval Letter, also known as eVAL.

Why English Proficiency Matters for EMGS
Most university programmes in Malaysia are conducted in English. Because of this, students must prove that they can understand lectures, complete assignments, communicate academically, and participate fully in their course.
When applying for the Visa Approval Letter, students must upload an accepted English language certificate as part of the EMGS application. If the English certificate is not attached, EMGS states that the application may be delayed, and the student may not be eligible to receive a Student Pass for the full course duration.

English score requirements may vary depending on the institution, programme, and level of study. For example, some EMGS programme listings show IELTS Band 5.0 or equivalent, while others may require higher scores such as IELTS Band 6.0 or equivalent. Students should always check the exact English requirement stated in their offer letter and programme page.
Foreign Students’ English Requirements
- Please be aware that according to regulations set by the Ministry of Higher Education, only those students who meet the minimum standards in the English Language proficiency assessment listed below will be permitted to proceed with their main study programme. Students lacking the necessary English Language qualifications may apply for a conditional student visa and can enrol in an Intensive English programme (Certification) at LUC upon their arrival in Malaysia, after which they will need to take the IELTS/TOEFL/PTE/MUET assessment.
- Students who fail to achieve the required level of English Competency within a maximum period of 12 months will not be allowed to continue their studies in the main programme and will need to return to their home country.
- Students from English-speaking countries and those with qualifications taught in English (previous degree/diploma/certificates in English Medium) are exempt from English requirements. Applications for exemption must be accompanied by supporting documents like MOI (Medium of Instruction). Please note that this MOI letter must be submitted before EMGS processing.
English Requirement Before Arrival
Before travelling to Malaysia, students should complete the following English-related steps:
Check the programme requirement
Confirm the exact English score required for your course. Requirements may differ between diploma, bachelor’s, master’s, PhD, professional, and university-specific programmes.
Prepare your English certificate
Use an accepted English test certificate such as IELTS, TOEFL, PTE, MUET, Cambridge English, Linguaskill, or OET as per the criteria and scores required to apply.
Upload the certificate during the EMGS application
The certificate should be uploaded when applying for the Visa Approval Letter. Missing English documents may delay application processing.
Check for possible exemption
Some students may be exempted from English testing if they come from an English-speaking country, studied previously in English medium, or meet specific university-approved exemption criteria. Exemption rules depend on the institution and programme, so students must confirm this before submission with supporting documents.
Pre-Arrival EMGS Checklist
After receiving your offer letter and submitting your EMGS application, students must follow the correct pre-arrival process.
Before travelling, make sure you have:
- Valid passport
- Offer letter from the Malaysian institution
- English proficiency certificate or approved exemption
- Approved eVAL
- Single-Entry Visa (SEV)
- Completed EMGS Pre-Entry Checklist
- Malaysia Digital Arrival Card, if applicable*
- Flight details and accommodation information
- Printed and digital copies of all important documents
- Fees payment proofs
- Cash or credit/debit cards*
EMGS advises eligible international students to complete the Pre-Entry Checklist at least 3 days before departure. The checklist is available through the EMGS Connect Mobile App under Profile > Pre-Entry Checklist.
Students should not travel to Malaysia before receiving the eVAL. EMGS states that a new student may only enter Malaysia after the eVAL is issued with SEV (now applicable to all nationalities).
On Arrival in Malaysia
After arriving in Malaysia, students must follow the post-arrival process carefully.
Arrival steps include:
- Present your passport, eVAL, visa documents, and other required documents at the entry point.
- Follow any airport or institutional arrival instructions.
- Report to your university or institution as instructed before arrival.
- Complete the post-arrival medical screening.
- Wait for medical clearance and EMGS support letter.
- Submit your passport for Student Pass endorsement through your institution.
The Malaysian Immigration Department states that students must undergo a post-arrival medical examination within 7 days of arrival.
Post-Arrival Medical Screening
New international students must attend medical screening at an EMGS panel clinic in Malaysia within 7 working days of arrival. EMGS states that it cannot begin Student Pass endorsement or issue the supporting letter for sticker endorsement if the student does not complete the in-country medical screening.
Renewal students are generally not required to attend in-country medical screening for Student Pass renewal. However, students applying for variation or progression may need medical screening if their last in-country screening was completed more than 90 days before the new pass application.
Staying Compliant Until Visa Renewal
After receiving your Student Pass, you must continue to meet immigration and university requirements until renewal.
Students should:
- Maintain good academic progress
- Meet attendance requirements
- Keep passport validity updated
- Keep valid medical insurance
- Follow university reporting rules
- Renew iKad annually if applicable
- Avoid overstaying
- Start renewal early
- Do not disobey the rules of the student pass set by immigration.
The Malaysian Immigration Department states that students must undergo a post-arrival medical examination within 7 days of arrival.
For Student Pass renewal, EMGS states that students must achieve at least CGPA 2.0 and maintain overall attendance of at least 80%. If a student does not meet these requirements, the institution must submit an explanation letter to support the renewal application.
Student Pass Renewal Timeline
Students should prepare for renewal before the current Student Pass expires. EMGS strongly recommends submitting renewal applications as early as 3 months / 90 days before expiry.
From 1 April 2023, international students with an expired Student Pass are generally not allowed to enter Malaysia using a social visit pass and renew the Student Pass. Existing students in Malaysia are also generally not allowed to renew once the Student Pass has expired, although the Malaysian Immigration Department may exercise discretion in limited cases where the expiry has not lapsed for more than 3 months.
